I was in Paris at probably the same time (1991), and I remember
hearing "Bouge de la" as well. I thought it was the most amazing thing
I'd heard, but didn't know the title or the artist. I had to go back
to the states before I could find out what it was. It wasn't until
about a year later that I saw a CD single of MC Solaar's piece de
resistance in the Tower import section, the rest is his story...

Amazing! I was in Paris for 2 days about 5 years ago. There was a strike
going on so the trains were running on a limited schedule...that should
narrow it down at least a little. ;) I heard snips of a song on the French
equivalent of MTV (Pub TV??) with the words "bouge de la" repeated.

Back in the US, none of my friends had ever heard of it (what did I expect)
and none of my French speaking acquaintences knew what "bouge de la" meant.
Since then I've listened MC Solaar on Jazzmatazz (1) and Prose Combat and
gotten into it without making the connection that this was the same artist
I'd heard in Paris.

Have a great weekend!
