I think two-step as a dance term has been around for at least a
century, at least in jazz and country steps, and the two step rhythm
turns up in a bunch of genres. I could swear I've heard it referenced
in terms of 60's soul, perhaps even in the northern soul chapter in
Last Night a DJ Saved My Life, but I can't find it right now.
Mid-80's, hmm, maybe some offshoot of R&B?
