I thought that way too, but when you operate a nightclub, especially a
full-scale nightclub, you have to possess licenses and follow ordinances.
Liquor license, Fire code (for room capacity)...

A dance permit is required in many cities. It basically has to do with
room capacity, safety and noise (a place with a dance permit usually is
"soundproofed" so that excessive noise doesn't spill out into the
neighborhood.

What's stupid about the venue is that a dance floor already exists there
and that a couple weeks ago a local promoter held a dance club night there.
