I have found a ton of music through the WWW. For some reason, I can't
remember the names of a lot of the sites I viewed; I do recall Vinyl
Vendors being one of teh places. Probably the biggest site, in terms of
dealing with black music, is DC Labarr's House of Records. I can't
remember the url, but they post fairly frequently to the newsgroups
rec.music.funky and rec.music.marketplace.vinyl (if you don't believe me,
just post a note asking "does anyone have any [insert artist] records?"
and watch how fast they get back to you). I've got to give them credit;
they have a lot of stuff, but it is not cheap (prices range from $12 to
80), which is why I've never bought anything from them.

You might be better off checking Goldmine magazine. They have tons of ads
from dealers and music fans just wanting to clear space. You never know
what you can find; I almost got a copy of a Meters album, but it was
already sold.
